Real-time Video Analysis that Enhances Security and Cuts Costs at Electric Utility Facilities

The accelerated compliance schedule calls for utilities to be audit compliant by 2009. The North American Electric Reliability Council (NERC) has issued Critical Infrastructure Protection (NERC CIP) requirements that utilities must meet to prevent cyber security breach incidents. These comprehensive requirements are divided into eight separate security, training, and auditing standards.  With iVDO SmartEdge Video Analyzer, utilities can confidently meet the physical security requirements detailed in CIP 004 and CIP 006.

Physical Security Challenges
Current video surveillance technology is labor intensive. Operators presently cycle through multiple camera views leading to operator fatigue -- the primary cause of missed events. Staff augmentation may not necessarily lead to improved reliability.  Given the miniscule amount of time a screen is viewed threat events will still have a high probability of being overlooked: a false sense of security may persist, even with 100% area camera coverage and beefed up manpower.

With iVDO SmartEdge, real-time video analysis, which identifies a potential breach or threat, is done in a compact video encoder located at the infrastructure’s edge.  This on-site processing eliminates the need for off-site servers and the accompanying problems related to large network bandwidth. Sporting a compact size, the video encoder can be deployed in extreme temperature environments in systems with hundreds of cameras.

Cornet Technology designs and manufactures temperature hardened IP Video Encoders which compress and encode video per MPEG-2/MPEG-4/H.264 industry standards and produce IP video streams.  The IP video is then transported over fiber, wireless, or copper based IP networks and shared among a large number of agencies and users. VDOScope is a client-server based Java application that allows the operator to log in, be authenticated, receive permissions and manage the surveillance command center.  VDOScope also provides routing of video streams from hundreds of field cameras to any monitor, desktop, or mobile terminal.  VDOScope also has optional Network Recording (NVR), Geographical Information System (GIS), and Web Streaming modules.  The NVR records the video streams and archives it for 90 days in compliance with NERC requirements.

What is Real-time Video Analysis?
The advent of powerful digital signal processors has made video analytics, the analysis of the incoming video stream, possible in real-time.  Video analytics technology is rule-based.  Rules are created against a background image, or “view”, which is a representation of the “defined” field of view of the camera.  VDOScope incorporates a Rule Configuration Tool that lets users easily configure rules for any camera view by simple clicks of a mouse.  For each rule, the user selects the rule type, object classification, and any rule-specific parameters (e.g., person crosses a virtual fence, or person enters or exits a defined area of interest, etc.).  All camera feeds, whether watched by a human or not, are simultaneously analyzed by associated encoders.  If a rule is violated anywhere, an alert with the evidence in the form of the picture is received by VDOScope at the command center and logged.  The video is also recorded for later forensic review.

VDOScope
VDOScope management software provides a wide range of functions in addition to those listed in the above paragraph. It has the capability to perform user-defined actions in the event of an alarm.  These actions can include:  an audible alarm at the console, performance of pre-defined macros such as automatically moving a camera to a preset position to provide additional coverage of an incident, and interfacing with messaging application to provide alerts via email and on mobile devices.
